and when you have the debate between the people trying to protect entitlements and the people trying to kill energy, who are you betting on? >> in california they're saying to us to allow the winter fuel blend to be used early changes the price by 50 cents a gallon. they have been paying $5 a gallon in california. >> like the europeans. >> california is america, if we don't change. that is the scary part. we can see the future. just look at california. no one would want to go there. stop trying to be the federal government is the message to california. they need to pull back from their own regulations. i do think that we have this opportunity that it all fits under a growth leg.

i think we would say -- and governor kasich is looking at this and governor davis is working on it, so you take the energy issue and say now i can fix some of the infrastructure needs that have been piling up. if we start doing that, we will be short on labor in this country. we will need to retrain the people who are not trained or skilled. the potential is enormous if there's any vision and any leadership. >> we will take questions in a moment. first i want to ask about the front page of the new york times, campaign finance and the super pacs going into the congressional races, a small super pacs. all of you, presumably, involved in congressional races. >> no, we are switzerland. >> what is the role for business in government and in election campaigns?

>> there is a major effort that's been going on for some time in various ways to force business to back away from participating in both the election process and the process of government, which loses sight of the fact that the constitution fundamentally guarantees it us the right to petition the government and the supreme court continues to support that right. why do people want us not to do it? because for years people in business were reticent to play serious. been restarted getting organized. then people said we like our deal where we just make our arrangements and win our elections. well, good luck. it ain't happening and american business is beginning to see that if they don't play in the game that somebody else will still their lunch. >> and that's a good thing. it's a good thing american

businesses are getting involved. we don't have a political action committee, but we are forming at one. manufacturers are very concerned about the future of the country and they believe they need to have a voice on the issues be aborted talked about, taxes, regulation, energy and. the only way is to get into the game and to point out to the american people what needs to be fixed. in order for us to invest in u.s. and create jobs. .> we've got a good role models we don't even rate legislators. our best teachers or the labor unions and then george soros later on. he taught every wealthy american that you cannot afford to sit on the sidelines. so i say go for it. >> we don't do endorsement either. we have a pac. we are very involved.

we will probably connect with a quarter million retailers and millions of their employees, not endorsing anyone or telling them how to vote, but getting them involved. there's a sense that if people have a better understanding of our position, there's a greater likelihood we will get some action from them. that's why we have engaged our membership. >> let's get questions from the audience. don't feel shy. please raise your hand. if you could give me your name and your affiliation, that would be wonderful. there are microphones roving. the lady with the red jacket. >> good morning. my name is penny, i'm the ceo of women construction owners, in alexandria. there's been a lot of discussion about the size of government and

how do we get the money we need? do we raise or lower taxes, do we get more revenue? what about the discussion of cutting the size of government? it is too bid. in any downturn, all the businesses in the country cut back, cut expenses. the government has not. they have increased expenses. >> i think you have to look at the spending side of the ledger. the president said in the debate we need to look and medicaid because it is the biggest driver debt right now. so there has to be a focus. entitlements will have to have a serious look. reform is going to be necessary in order to change the way we are spending money. if we want to continue to ensure that those will need to benefit the benefit in the future. but everything can be examined. every business in this country, every single day examines what

they are spending money on antheil, making sure manufacturing processes are lean, making sure there's no waste. government can do the same. states do that all the time. john engler is a great example as a former governor. i worked for a former governor. states often times, lead the way on fiscal responsibility. >> the role of government is one of the big issues in the campaign. whether you believe government is an enabling or a hindrance. it seems people talk about cutting spending and then when it comes to their actual programs, they don't want it cut. governor romney recently suggested if we went off the fiscal cliff and have the spending cuts in defense, that it would kill jobs in virginia. >> but that's where you need leadership from the top.

and successful governors do two things well. they provide leadership and they propose bold initiatives to their legislatures and they also have a strategy or a blueprint for economic growth in their state for the future. those are the successful governors. we need the same type of leadership in the white house. >> no president has had reorganization authority since ronald reagan lost in the 1980's, when it expired. i think there needs to come back. i would put back some type of entitlement authority that was lost after the nixon era. the subcommittees in congress are not very good managers of certain things. so there has to be a combination. you cannot leave the size and structure of the government we have in place. this government functions on a 19th century organization model despite the availability of 21st century technology.

everybody is automating everything and it's very slow. you look at the demographics of the federal workforce, they are aging. attrition would take care of a lot of this if it could be accompanied by rigorous management. president obama, prior to becoming president, the largest management he had was [ indiscernible.] >> i think that was a plug. the gentleman with the red tide. let's look for the microphone. >> i am with northstar policy navigation and james callan associates. we have enormous potential in

the united states to develop our energy resources. it seems a lot of it is a communications challenge. when you have a lease it does not mean you will find oil. var, we talk about it having big reserves. it takes a long while. how do we communicate that to the average citizen? that will be the key to have a sound energy policy that can benefit all americans. >> the chamber is very active in politics, but we don't do presidential policy. i will refer to something that candidate romney said the other day about energy. he said you spend all your time in energy beating up on the existing energy system, which does a of a job. about $2 trillion worth of deductions, while putting $92

billio -- putting $90 billion into something else. the fundamental thing is we know we have a lot of energy. we do it right -- and the country owns 68% of the lands -- we do it right, hire people and they will pay taxes and the companies will pay taxes and pay royalties. it will take time, but we are talking about a 10-year deal on spending and taxes and it ought to be on energy. beating up what works is not what we will have to do it. we will have to double down on what will work. >> the dramatic explosion in energy availability and proven energy resources in this country, drilling and exploration on private lands. if you start to bring the

federal lands into availability, there's millions of acres of wilderness land still available to be wilderness land while you open up many other millions of acres for exploration to meet the urgent needs of the country. it is a win-win situation. we never really came back after the gulf -- came back slowly. we have had a slow down on federal land. all it takes is the right attitude and let's get this done. it has to get done in an environmentally friendly fashion. we are the best in the world's at doing exploration in an environmentally sensitive area without damage. >> next question. ? we jump in on the energy discussion while we're waiting. you cannot have a serious discussion about expanding energy supply and making it affordable and reliable by

demonizing successor. you cannot call out a specific company in a major forum for their own success. we have a bounty of energy resources here that we did not even know about five years ago. talking about shale, natural gas. while that will provide 40 or 50 years of enfettered supply, we have an obligation to look beyond that. instead of demonizing success today, instead characterizing energy companies as anything other than what they are, which is providing an economic boost to this country, we ought to be looking at an all of the above approach. that means not only fossil fuels, which are essential to our ability to compete and succeed as a nation, but alternatives, nuclear -- nobody talks about nuclear anymore, and getting all those things right. having a strategy in place, which would be a nice thing for the department of energy to do,

for 40 or 50 years into the future. >> and we have the greatest conservationists in the energy world assembled. the business community has led the way on energy conservation. >> that the communications side that's missing. perhaps that's what the public is not so aware of and the question was on how to do better communications. >> i should maybe higher that gentleman's firm. please feel free with your questions because we have a great panel. mostly from individuals i have heard one of the problems they're having, the housing market is an access to credit, but it's incredibly hard for individuals and for small businesses to get credit at the moment. what are the solutions to that? >> i don't think there's any question the ease of access to

credit five years ago, the pendulum swung too far in one way and now it is too far the other way. consumers and businesses on the access to credit to grow their businesses and to go out and consumer. so we have to have a more responsible conversation with the banks, lenders, about the kind of loans they are making. the financial institutions and banks are in a tough place. you have consumers and businesses saying we need more credit. on the other hand you've got policy makers and regulators saying don't make any bad loans and the shareholders too. so they need clarity just like everyone else. if they respond to a growth going forward, by the most financial institutions would make more loans and investments on behalf of the people they represent. but in absence of a clear path forward on broke they will not make loans that look risky. in the credit card act of 2009

there was a provision that if you were a state and home mom -- not a member of the household -- if the other person worked and you stayed home, you cannot get access to credit because you did not have a job. they did fix that. i don't know how everybody else feels in terms of cfpb, that's one thing they got right, but it's one example of a credit issued. >> dodd-frank was written in anger. people were angry and they were trying to cover up their own involvement in this. the second thing about that, in had 250 required new regulations and 150 some suggested new regulations. >> many of which not take effect.

>> of course not. if you are running a bank, there are now five regulators, all different. one bond comes in and says you better learn some money, the treasury. and the other guys say when you get the rest of the money back from the loans, we are going to like it in the vault because we're not lending it to anybody. you would not want to run a bank today. a big bank, a small bank, any kind of bank. we are only getting started. we have more regulations to right. we have more restrictions to go. we have more regulators to hire. and you wonder why companies are sitting on $2.50 trillion of money. >> one last question from the audience. the lady. >> tara newman. i work with leading authorities. most americans can agree with two things.

that we have to incentivize business to get jobs created and get our business back in order. the other is most americans think it would be okay to raise taxes on the wealthy 1% it. why are those mutually exclusive? why do we often have to have that discussion where we have to lower taxes on personal income but not lower taxes on business? i think we need to have it both ways. >> tom, i will give this to you. >> it's very simple. history shows when you raise taxes on the 1% of the people that pay 41% or 42% of taxes, you will collect less money, probably not a very good idea. but when we get finished we will debate that issue. the big fundamental issue is what are we doing on taxes on the constructive part of the

economy. we have to adjust them. >> george bush in 1990 entered into a deal and it was supposed to be balanced. the trade-off was to reduce spending. the higher taxes, for sure. reducing spending, we are still waiting. the negotiations are complex and there are many pieces to it. everything could end up being on the table. but there's no question that you have to occur long-term medical care entitlement costs. the number one spending program in the federal government. and will have to be looked at the health care reform and a bunch of other things that are complex. you cannot do one without doing everything. >> briefly i want to ask each of you whether you are optimistic or pessimistic, the things you think need to be done to restore business competitiveness can be done over the course of the next four

years, however wins the election on november 6? >> i am highly optimistic. 100% certain it can all be done. the question you're asking is will they? i think there is going to be enormous pressure from business community to get off the dime. this is really an opportunity. 2013 in many ways could determine the first half of the 21st century in terms of economic growth and opportunity in this country, this could be a very good time for america if we make decisions, but if we miss our opportunities we are really doing our children to a less than stellar future. i think we can win the argument. >> tom? >> i am optimistic. i believe the circumstances in america and around world are such that they create an environment where whoever is in authority and in power will have

to act or pay the price. >> i am very optimistic, because i think the american people are not going to settle for anything less than success and they are going to help drive this debate. as business leaders, our job is to ensure that the business community is involved and that the employees of our members are involved in the discussions. when they are, the politicians will eventually do the right thing at. >> you think american politicians will do what's needed, weber's and government? >> i think so, we would not do what we do for a living. . . every one of the problems we handle.n be maybe we will get it done this kind. >> you can never go wrong ending on such terms. thank you all for joining me. >> nancy calo, thank you so much. it is the 15th anniversary of c- span radio. we will be right back. >> in the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or not by the military- industrial complex. >> what was that speech important? >> it warned against the military industrial complex, which has become a cliche. people did not pay much attention to the speech at the moment, but they sure have since then. ike spent much of his presidency by making sure the military did not get out of hand. he kept military spending at steady. and was hard to do in the 1950's. tremendous pressure. we were creating this nuclear arsenal. he gutted the army. he really cut it in order to have the money to buy missiles. that was not an easy thing to do.

did. [cheers and applause] i said i would end the war in afghanistan and we are. i said we would focus on the people who like to attack us on 9/11 and today osama bin laden is dead. [cheers and applause] four years ago i promised to cut taxes for middle-class families and we have by $3,600. i promised to cut taxes for small business owners and we have 18 times. we got back every dime we used to rescue the banks and we also passed a lot to and wall street bailouts funded by taxpayers, prom. lee we passed health care reform called obamacare, because i do. i don't want insurance companies during your around anymore. i don't want somebody without health care when they have a pre-existing condition.

we repeal "don't ask, don't tell" as i promised we would. [cheers and applause] today no outstanding soldier or marine or coast guard service member for airman can be kicked out of the military for who they love. when you think about ohio, when governor romney said that we should let the automobile industry go bankrupt, we said no, we are not going to take your advice. and we reinvented a dying automotive industry that supports 1/80 highfill jobs and has come roaring back to the top of the world -- and has come roaring back. four years after the worst economic crisis of our

lifetime, our businesses have created more than 5 million new jobs. this past friday be found out the on agglomerate fell from a high of 10% down to 7.8%, and manufacturing is coming back to american. home values back on the rise. we are not there yet. we still have too many americans looking for work and too many families who cannot pay the bills and to many homes still under water and to many young people burdened by debt after they graduate. if there's one thing i know, we have come too far to turn back now. the american people have work too hard. the last thing we can afford to do right now is to go back to the very same policies that got us into this mess in the first place. i cannot allow that to happen and will not allow this. that's why i'm running for second term as president of the united states. [cheers and applause]

>> four more years, four more years! >> over the last four years i've seen a lot of folks hurting and a lot of struggles. i am not going to have us go back to another round of top down economics. but that is what my opponent is offering. the centerpiece of governor romney opposed economic plan is a $5 trillion tax cut that favors the wealthiest american. he has been pitching that plan for an entire year. he stood up on stage in one of his debates and probably promised this tax cut would include the top 1%. but most of the economists have crunched the numbers and they said paying for governor romney opposed tax plan either means

going up the deficit or raising taxes on middle-class family. one or the other. then last week mitt romney actually said there's no economist who can say mitt romney's tax plan is $5 trillion. he says that if he says it's not true then it's not true. ok. [applause] it's true then it will not add to the deficit, that leaves one option, asking middle-class families to get rid of the deduction they get for having a home or raising their kids or sending them to college. most folks don't like that idea either. just last week when we were on stage together governor romney decided that instead of changing his plan he would just pretended did not exist. what $5 trillion tax cut? i don't know anything about a $5

trillion tax cut? when he is asked how he will cut the deficit, he says economic the mathematics work by eliminating public funding for pbs. this is not new. this is what he has been saying every time he is asked a question. he says we can cut out pbs. for all you moms and kids, don't worry, somebody finally has found out the big bird. who knew he was driving our deficit? elmo is making a run for the border and oscar is hiding in a trash can. governor romney will let wall street run rampant but he will bring down the hammer on sesame street.

that is not leadership. that is salesmanship. we cannot afford it,. we cannot afford to double down on top down economics. we cannot afford another round of tax cuts for the well. we cannot afford to roll back regulations on wall street banks or insurance company. we cannot afford to cut our investments in education or clean energy or research or technology. that's not a jobs plan. does not plan to grow the economy. that is not change. that is a relapse. we have been there and we have tried that. we are not going back, we are moving for. that's why i'm running for a second term as president of the united states. -- we are moving forward. [cheers and applause] we've got a different view about how to create jobs and prosperity in america. a strong economy does not trickled down from the top. it grows from a thriving middle- class and folks working hard to

get into the middle class. i believe it's time for our tax stops rewarding companies for shipping jobs overseas. let's reward companies in ohio that are keeping jobs in american. i believe we can create more jobs by controlling more our own energy. after 30 years of inaction, we raised fuel standards so by the middle of the next decade your cars and trucks will go twice as far on a gallon of gas. today the u.s. is less dependent on foreign oil than at any time in two decade. now it's time to move forward. my plan would cut our oil imports in half and invest in the clean energy that creates thousands of jobs all across ohio and america right now, not just oil and natural gas spot solar, wind, and clean coal technology, and fuel-efficient batteries and fuel efficient

cars. i will not let oil companies to continue collect another $4 billion in taxpayer funded corporate welfare every year. i will not lead china win the race between energy critic for clean energy technology. i want to see that technology developed by students and scientists here in columbus and by workers and farmers all across ohio, by patriots in the u.s. my plan will continue to reduce the carbon pollution that is heating our planet. climate change is not a hoax. wildfires and forest fires are not a joke. they are a threat to your future. we've got to make sure we need the moment. then why i'm running. i believe we should have the best education system in the world. [cheers and applause] i would not be here if it were not for the education i was able to receive. i did not come from fame or wealth. but i got a great education.

that is what this country does. it was a gateway of opportunity for michelle. it is a gateway of opportunity for so many of you. now you have a choice. weekend gut education to pay for governor romney opposed the tax cuts. that's what his running mate paul ryan proposes. -- we can gut education to pay for romney's tax cuts. or we can focus on early chou the dedication. cut the growth of tuition costs in that is something we can do. by the way, i do not just talk the talk, walk the walk. we took $60 billion that was going to banks and lenders under the student loan program and we said let's cut out the middleman and give the money

directed to students. as a consequence, millions of students were able to keep student rates low. we have focused on this and you need to focus on this in the next election because it is part of the choice that you will face. we can meet these goals together. you can choose a better future for america. pawlenty use the money we are saving from attending the wars in iraq and afghanistan and want to use that to pay top of hour of the sect put also put people back to work. governor romney said it was tragic to end the war in iraq. i disagree. premier our troops come to our families was the right thing to do. if he had gotten his way, those troops would still be there. in a speech today, he said, and in that war was a mistake. after nine years of war, more

than $1 trillion in spending, extraordinary sacrifices of our men and women in uniform and their families, he solution still have troops on the ground in iraq. ohio, you cannot turn the page on them repeated promises of the past we are moving forward, not going back. and every brave americans who wears the uniform of this country should know as long as i'm your commander in chief, we will have the strongest military the world has known. and when the troops take up the uniform, we will serve them as well as they have served us. no one who fights for this country should have to for a job or roof over their head when they come home. [applause] finally, i will cut the deficit by $4 trillion over the next 10

years. we cannot just cut our way to prosperity. we are not want to get this done unless we also ask the wealthiest households to pay income taxes. that rate is the one that inflates when bill clinton was president, the economy created 23 million new jobs, the biggest surplus in history, a whole lot of millionaires to boot. governor romney says it is fair that he pays the same tax rate as a teacher that makes $50,000. he is wrong. i refuse to pay for that tax cut by asking you students to pay for college or kicking kids out of head start programs for limiting health-care for millions of americans who are

poor or disabled or elderly. that is the choice we face in this election. that is what the election comes down to. over and over we have been told by governor romney and congress in mind that says the government cannot do everything, it should do nothing. if you cannot afford health insurance, will be do not get sick. if a company releases pollution, that is the price of progress. if you cannot afford to go to college or start a business, bar money from our parents. you know what? that is not who we are, that is not what this country is about. we believe we're in this together. we understand it is about what can be done by us as one nation and one people. henne that is what we

understood in 2008. that was an amazing experience for me, the election, but i said then and i stills and now, that was not about me, but about you. here are the reason a mother in cincinnati does not have to worry about to dine her son coverage because he got sick. you are the reason that a factory worker in toledo is back on the assembly line building the best cars in the world. you did that. the rivalry and a young man in columbus worked three jobs to raise some can afford to go to the ohio state university. that happened because of you. you are the reason a young immigrant who grew up here will no longer be deported from the only place that she has ever called home. why solyndra is one of the kingdom and the military because

of who they love. while thousands of families have been able to service the bravely, oklahoma. you did that, and so, if you buy into the cynicism that says change is not possible, that the best we can do is more tax cuts for folks a top, and the rest of these folks have to figure it out, if baker and then get your voice can make a difference, the lobbyists and special interests, the people who write $10 million check to try to buy this option, those who are trying to make it harder for you to vote. the washington politicians who want to tell women what they're doing it comes to health care choices when women are perfectly capable of making those chosen some cells. that is what is at stake. and only you can make sure that

we move forward. only you have the power to move us forward. we have always said that real change takes time. more than one year. more than one term. more than one president. more than one party. it cannot happen if you are somebody who writes off half the nation before you even took office. in 2008, 47% of the country did not vote for me. but on the night of the election, i said to those americans, i may not have won your vote, but i hear your voices and need your help. i will be your president too. i can tell you, i will be there no matter what. i will be fighting for you no matter what. i am not fighting for a democratic or republican jobs. i am fighting to create american jobs. i am not fighting for schools in red states or blue states. i am fighting to improve schools in the united states.

the values we are fighting for do not belong to one group. theare not black or white or gay or straight or disabled or not disabled. they are american values. they belong to all of us. i am absolutely positive that we are not as divided as our politics suggest. i still believe we have more in common and our pundits tell us. i still believe in you. i am asking you to keep believing in me. ohio, i am asking for your vote. if you are willing to work with me and make the phone calls for me, we will win franklin county again. we will win ohio again. we will win this election again. we will finish what we started. we will remind the world why the united states of america is the greatest nation on earth. thank you. let's go, blue. let us win this election.
